GULF OF SIDRA - LINE OF DEATH

Background: It is Summer, 1991. With the fall of Saddam Hussein
and the destruction of the Iraqi military during Operation Desert
Storm, Col. Khadaffi has once again set his sights to become the
leader of the Arab world. As a show of power to impress the Arab
world, he has closed the Gulf of Sidra to foreign shipping and
aircraft, claiming it to be a Libyan Sea. The United States has
stated that it will enforce the right of free passage through the
Gulf of Sidra by force if necessary and has ordered the Saratoga
battlegroup to transit through the international waters in the
Gulf of Sidra.

However, it is a time of peace in the world - a world that
does not wish to see another escalation of hostilities in the
Middle East. Therefore, the American Rear Admiral in charge of
the Task Group sails under a very strict R.O.E. (rules of
engagement). Also, since every Libyan confrontation and
shootdown to this time has been by Sparrows and Sidewinders
(never Phoenix missiles), your F-14 Tomcats are configured for
Ferry mode (2 Sparrow and 2 Sidewinder and maximum loiter time).
You should keep them in this mode throughout the scenario.

U.S. Rules of Engagement

As Rear Admiral in charge of the Saratoga Battlegroup. you
have the following ships at your disposal:

Forrestal Class CV Saratoga
California Class CGN South Carolina
Belknap Class CG Jouett
Coontz Class DDG MacDonough
Spruance Class DD John Rodgers
Spruance Class DD Briscoe
Knox Class FF Bowen
Knox Class FF Aylwin
Cimmaron Class AOL Platt
Sturgeon Class SSN Grayling

You are to maintain a speed of 12 knots and follow the
preset line of transit through the Gulf of Sidra. Your F-14
Tomcats are to remain in "Ferry" mode.

You are not to ATTACK any Libyan aircraft or vessels unless
attacked first. If attacked first, you are to LIMIT your
response to the attacking group of aircraft and other aircraft in
the IMMEDIATE vicinity which threaten your battlegroup. You are
not to initiate hostilities against Libyan vessels unless that
group of vessels has fired upon your battlegroup first. Keep you
planes out of SAM range of Libyan vessels. Libyan SAM fire
against your aircraft should not be considered as justification
to initiate hostilities against those vessels.

If as general engagement occurs between aircraft from a
specific airbase and your battlegroup and not merely a few
altercations, then and only then may you attack and destroy that
Libyan airbase.

Good luck and have a nice cruise!!!
